Understanding the Budget Freeze from the Non Profit Point of View

Across the nation a shockwave went through the people and agencies that provide for human needs when a directive was made to "freeze federal grants and loans". This directive has since been rescinded. We want to make that abundantly clear. However, it is a big enough shock to so many that we decided to ask one of our biggest non profit organizations in town to talk about their interpretation of the "freeze of federal grants and loans" and how that idea is an immediate cause for panic on many levels.
